First of all, you need to know that becoming a conservation district is not an easy process.  It takes a lot of time and dedication, and strong support from your neighborhood.

Here's an overview of the official steps:

1.  Get a petition signed by 75% of the property owners (only one signature per household, and renters can't sign).

2.  Submit an application to the City of Dallas Department of Planning and Development, along with the petition.

3.  The Dallas Plan Commission votes to decide whether your neighborhood can continue to move forward with City-sponsored, neighborhood meetings.

4.  If the Plan Commission approves the application, then the Department of Planning & Development will hold public meetings to discuss the possibility of a conservation district and what the neighborhood wants to put in its ordinance.

5.  After holding a number of public neighborhood meetings, the Department of Planning & Development will develop an ordinance.

6.  The Plan Commission will vote on the ordinance.

7.  If it passes, then City Council will vote on the ordinance.  If it passes, your neighborhood is now a conservation district!
